I just bought a 1980 Vespa P200e that sat for at least 10 years. Cosmetically it's in a very good condition but down below I think it might have some serious issues:

1. Motor is not turning at all.
2. Gears are stuck.
3. With the clutch pulled in, the kick starter goes down but with no resistance. Is it supposed to work like that?

I'm pretty sure i will have to replace the barrel and piston for a start, might have to replace bearings and seals as well.

Any other tips and tricks and also what else to look for?

Make sure you are in neutral.. the scooter should freely roll back and forth.

Pull the spark plug out..
Squirt a little WD-40 in there and then kick it over with plug still removed..
Does the piston move?

The kickstarter works through the transmission, so pulling the clutch in while kicking will just get the transmission spinning. That's normal, but it also proves that your clutch is not stuck.

See if you can get the scoot into neutral, then you can push it around.

Pull the spark plug and put something into the cylinder. Whether it's WD-40, Marvel Mystery Oil, Regular 30 weight... everyone has their own opinion.

If your clutch is in decent working order, you might be able to push start it in 3rd gear to get it unstuck, but you might also end up just taking the engine apart to unstick it. Use the search function to see what others have done.

So, here's the verdict. Piston not stuck to the barrel, the problem was inside the crank case - a thick black toffee like goo. I sprayed a whole lot of carb cleaner in there. It's loose now but I'm going to split the case and replace all bearings and seals. I'm also going to have crank inspected. Thanks for the advice guys.
