White dot in brake thingy?

My guess is that it's an inspection mark, a spot of paint placed there when the bike was prepped, to verify that the brake fluid was filled to the correct level.

I would guess a floating thingummy to make it easier to see the level. Does it move side to side when you tilt the scooter?

As your pads wear, the fluid level goes down. If you top it up as it decreases, the next time you compress the caliper to install new pads, brake fluid will spill out and that's not a good thing.
