I am trying to fish my cable from the top connected to the old cable. It is hanging up. Is there a clearance issue with the speedo cable being in the way?

It's probably hanging up on the inside of the fork tube at the bottom of where it exits. The pivot is welded across the tube & w/ the speedo cable in place it gets crowded down there. Try pushing the outer up from the bottom then when the end appears, threading the inner down from the top.

Sounds like a good plan, I'll let all know how it works out
