Think we are gonna need more detail.

Otherwise... run a fish tape (I use line trimmer cord), tape new wire to fish tape, pull through new wire. Guessing can use the old wire as a fish tape as it should be loomed in.

Just the cowl wire, one end is spring loaded and inserted through a short piece of tubing.
