I have been carrying this little bugger around with me for years now. My recollection is that I found it inside my Rally's headset. I thought it was a snapped off piece of the plastic gear and throttle cable sleeve/holder thing, but I now have the whole headset off and I can see it didn't break off of that.

It's clearly meant for a cable housing end, so I'm guessing it's for the front brake or clutch. Looking at my big Vespa parts book, my best guess is that it's PN 90511, labeled "terminal." When I Google for that, I find a metal piece called a "top hat." It's not split down the side like this is. But maybe someone substituted this at some point.

SIP has this:

Any other thoughts? I don't have anything like this on either cable right now. Maybe that's why my front brake and clutch are slightly wonky.

Son of a gun, I was way off! Thanks guys, I threw away the wire pigtail for the speedo bulb ages ago because I didn't have this piece. Nice to know I could replace it.
