To me the MP3 is good if you want some extra stability, or PTW is new for you given the extra wheel. It is physically bigger than the Vespa, so may be better at faster speeds. I started riding motorcycles and still have a few, but adding a scooter to the fleet to use to go to the train station every day. For me, the Vespa is the classic scooter and it’s been a blast on friend’s GTS’. My 2020 GTS HPE Super should arrive in a couple weeks, so that is where I chose. If you can test ride both. Even though the GTS is down ~140 HP on my most powerful bike, I’ve found less powerful bikes can be just as fun, albeit in a different way.
I am 5'11 with a 31" inseam and the stock seat on the MP3 is cramped and uncomfortable. On my previous MP3 400 I had a custom seat made which is wonderful. I don't know yet just what I will do with the new one.
To answer your more general question, I think you should try them both out to see which suits your current needs/wishes. They are very different rides.
I have an MP3 but rode a GTS for a week while mine was getting repaired. If you are looking for fun around town, the GTS hands down. It's zipper, more flickable and just plain more scooter fun. The MP3 is great, better for the freeway.
