My Vespa gt200 Bendix

Hi, my scooter turns over, but then the bendix jams open and stops it from starting, to free it up I have to turn the crank round with a spanner. I have cleaned it up but it seems loose, all over. Should it be this way? Do you think I should replace it? Also what’s the best way of getting at the spark plug without having elves hands? Thanks folks Mick
