It's pretty simple. There are many people that upgrade their carbs or just want quicker response. The first option would be to buy an actual quick action throttle. They work great but are rather bulky in size. Some people dont like the way they look. So the idea is to increase the size of the circumference of the pulley. The larger circumference the less movement of throttle is required. So you can buy one of these from sip. Or you can take a gear pulley and switch it with throttle. I will add a photo later.

Rough picture quickly done on phone..sorry about that. The problem faced with used a gear pulley is it does not have a stop as you can see on the left hand side of the throttle pulley. To create that just find your position and place a bolt there with a

I did not know that. True even on old bikes as I just discovered, I always assumed they were the same.

i have them on my LML headset- i had to shim the tubes though with a piece of aluminum taken from a soft drinks can. the holes in them were a tad oversized. and also had to remove the spring spacer on the throttle side to make it fit and move smoothly

24mm carb = 24mm pull.
So for 1/4 turn, C = 4 x 24 ~ 100mm

C = pi x d
d = C / pi
d = 100 / pi
d ~ 30mm
