So im new and im wonderig what california smog systems are not necessary and would add performance

What "California smog systems" do you think a 20 year old ET4 has? Most cleaner burning modifications in scooters are designed into the engine and electronic ignition system. (actually, 14 other states including Colorado have adopted California vehicle emission standards in any event)

The only way to increase performance is to increase the displacement ... maybe a small kit?

Here ... I recognize one thing about you Oceanians, you are very direct to get to the point but you miss the richness of turning around the subject, however ... you are 100% right.
When I weighed 20 kg. less my scooter had more speed and now if I have to go to the mountains I have to drink castor oil for two days first.

Removal of the evaporative canister from my 2003 ET4 improved the idle smoothness tremendously, and cleaned up the transition to the part-throttle operation as well. I don't think the system design was the problem in itself, but the 17 year-old hoses appeared to have developed some porosity, thus admitting air and making it nearly impossible to set the idle mixture correctly. You could consider replacing instead of deleting said hoses and clamps at great expense, if the parts are still available. I am nearly certain that the city of Denver still does smog checks on cars. Not sure about scooters moving in from out of state. The Denver Smog Test site doesn't mention them in a cursory viewing.

I documented my own Evap. Deletion process here in a thread, but there are far better tutorials online everywhere. This is one place where a Robot (ScooterWest) video likely does not exist, because a large retailer doesn't want to be associated with an "anti-environmental" and possibly illegal modification.

Well anyone who spent time in Asia might be wondering more how to fix the old system so it worked properly rather than ripping it out.

No smog test for scooters in Colorado. Get rid of it. Replace your fuel and vacuum lines. Do the fuel filter and bypass the SAS while you are in there. Your scooter will thank you.

I don't believe any motorcycles or scooters undergo required emission tests in California either.

They don't at the moment, true, but it's the CA mandated evap crap* that can be removed. Not worth removing the SAS until the pipe corrodes through - then just blank it off.

* It's only crap on motorcycles, particularly Piaggio ones.

Of course the evap control system CAN be removed anywhere. As I noted above, the emission rules are basically the same in Colorado as in California, so it is not any more legal to remove such devices in Colorado (or in Oregon for that matter).

There is no such thing as a “California smog system” on any Piaggio vehicle. These bikes are brought into the Country by Piaggio Group USA and not even sold to the dealers yet. The evap system is on every bike regardless of what state it ends up with and truly shouldn’t be tampered with. It’s one of the great debates but I’ve sold 1000s of new and used Vespas and own 13 personally and they all run just fine.

I look forward to the day when altering vehicles to make them more polluting than when they were manufactured is more widely seen as socially unacceptable... We've all got to breathe the same air after all.

anyway... just pull the hose off the carb and call it done.

you're not going to gain any performance. to do so, you'll need to upgrade either the engine or the transmission. however, it may start a little easier and run a little better. i'd also recommend a #38 idle jet at the same time.
