It is pretty easy to see someone running that close if you look. I've avoided that same situation more than a few times. I cover the brakes now for almost ever instance of a left turn or someone pulling into traffic. Watching like a hawk is a given at intersections.

For a scooter right of way is a nice theory but expecting it or living by it could lead to disaster.....
