Adjusting Stock Mirrors on GTS 250/300
You need:

Adjustable spanner or pliers
Set of allen keys

* Unscrew the small allen key nut that holds the plastic cover you will see at the base of the mirror.

* Lift the plastic cover up the mirror stem and you will see the base of the mirror and a nut above it.

* Undo the mirror a bit (no more than about half a turn) so it is facing the wrong way.

* Turn the locking nut clockwise as far as it will go (but very loose though)

* Now turn the mirror back towards its normal position or desired position and the locking nut should lock down and the mirror should get stiff to turn (which is good).

Get it to position and fix it all back together again.
