So my question is how to remove the plasticky original handlebars on my Vespa Lx. Im thinking of changing them to ones which have a leatherlike look and chrome on the end.

If you mean the hand-grips, on an LX you will have to cut them in one way or another to get them off easily as they have closed ends. Lengthways is quickest and easiest...

On other models with bar-ends, a long screwdriver and some WD-40 does the trick, or compressed air if you have some handy - which leaves them re-useable.

It might be possible by removing the headset to get underneath the rubber from the steering column end - but as the grips are cheap and you're replacing anyway, why worry?

They should come with instructions and some glue. Basically they are slip-on and glued in place, no high-tech involved.

Just make sure you get the right size, there are two main sizes and the smaller one (often referred to as 7/8") is the one you want.
