These were the standard size for most European production automotive hardware until the mid/late '60s. All Vespas should have 14mm outers on all m8 threads prior to '67. The only exception are the M8 threaded fasteners that hold early 4-lug split rims together, which should be thin-walled 11mm outer-type. Both of these are very hard to find these days, which is why you see the wrong, common 13mm stuff on so many restorations.
