That looks like a fastener for a Vigano hubcap. I have a couple of 80's hubcaps for Vespa scooters, and they use a part that looks like that.
You take the nuts off three of the wheel studs, install the hubcap fastener to the studs and replace the nuts. Then the hubcap goes on, and there is a spinner like part that screws into the center hole, holding the hubcap in place. |

Damn it!.. I think that's the 2nd time I bit the dust on a creepy Vigano hubcap! I better buy one and sleep with it under my pillow.. absorb everything Vigano Hubcap!
