Here is the explanation: the cab is not Volvo, it is Russian Lada 2105. The pictured was taken in russia. the license plate on a car in the left part of the picture is russian. Despite the fact that cars drive on the right side of the road there are a lot of cars imported from Japan, other Asian counties. Lada was also exported to countries where everything upside down such as Great Britain. Many of them were reexported back to Russia. Therefore it could be not a photoshop but just a weird picture from one weird place
I read a joke about one celebrity over there. He was drunk and his friend gave him a ride home. The friend had Japanese car for Japanese market with a steering wheel on the right.
