Has been a tough month. Lost a classic car and my 2003 ET4 in Hurricane Sandy.

Now I just got called by my local Vespa repair shop that my 2001 ET4 (900 miles) cannot be fixed because it has a frozen cylinder. They didn't really say it could not be fixed but that it did not make sense given its age. They claimed it would cost $400.00 in time just to figure it out then repair costs.

Has anyone heard of this? The scooter has always been properly maintained and current on oil and liquids.
