How did you establish you used 20 cc of oil in 1000 miles? If my math serves me correctly, that would be about a liter every 50,000 miles. Niether my 2007 LX150 with about 5000 miles on it or my 2006 GT200 with 30,000 miles on it actually require addition oil between oil changes. I do occasionally add a bit to keep the oil level at the top mark on the dip stick but that is just me and probably isn't really necessary. I really don't think you have anything to be concerned about. Measuring the amount of oil in your scooter with the dipstick is sort of a rough estimate anyway. It depends on the scooter being on the center stand, being on level ground, how long it has been sitting, the temperature, and if you screwed the dipstick all the way in or not just to name a few factors. You should be checking your oil before starting the scooter in the morning and in the same location on somewhat level ground and you will get an accurate reading every time.
If it's just been run you should wait 10-15 minutes to get an accurate reading, for a quick (make sure you have oil) check you just have to let it sit a few minutes.

To the OP, 20 cc is nothing, that's only 120 cc in 6000 miles so you shouldn't even have to top off between oil changes. That's assuming it has no less than a 120 cc top off from min to max on the dip stick, it should have more than that. I thought most Vespas were 250cc top off.

My personal opinion is that a daily oil quantity check is a waste of time once you know the scooter. I have two '05 GT200Ls and either one will easily go 7500 miles without using a significant amount of engine lubricating oil.
If you happen to have a leaky engine, all bets are off.

well if you only ride a couple miles that might be true. But if someone rides a couple hundred a day.......
