You should be checking your oil before starting the scooter in the morning and in the same location on somewhat level ground and you will get an accurate reading every time.
If it's just been run you should wait 10-15 minutes to get an accurate reading, for a quick (make sure you have oil) check you just have to let it sit a few minutes.
To the OP, 20 cc is nothing, that's only 120 cc in 6000 miles so you shouldn't even have to top off between oil changes. That's assuming it has no less than a 120 cc top off from min to max on the dip stick, it should have more than that. I thought most Vespas were 250cc top off.
