Can't tell for sure from the video, but that's how it looked to me.
Edit: I re-viewed the video a few times. It's still very hard to tell exactly what happened, except that the rider cut in front of the driver just off his front bumper, then the Cavalier moved to the right lane while colliding with the rider. I have no clue why a rider would cut that close in front of a moving car.
The riding instructor commented that the riders were acting unsafely by boxing in the driver. But according to the riders, they did that after the collision to make the driver stop while calling the police, but it seems they were doing that before the collision.
It's really hard to tell who's at fault by the video, as it could have been edited by the rider who may have deleted incriminating behavior of the riders. I hope we see how this plays out.
