It is. They didn't have a spacer to shorten the gap. I'm going to have one cut, painted and bolted on. For the price of the carrier you would think they would include one.

You can pick up a piece of all-thread from any decent hardware store and nut and washers to secure it. Cut to length (with room for nuts and washers) and drill holes opposite one another and secure to the rack.
