It's a lot easier to loose a piece of paper than a 200+ pound machine.

Check the law in your state before even thinking about getting a scoot with no title . I have sold two scoots at a fraction of what they were worth do to not being able to title in a state I lived in at the time . If it is titled under the sellers name in any state it would be easy to go to the DMV and get a copy of original title .
I think all older scoots in Mass will have a title, but this one doesn't because the owner apparently never registered it. Red flag.... it's either someone flipping it or it has traveled many years without seeing the road.
Although you CAN title it through the agencies for a tidy sum (I have heard $300-500), you would think a no title scoot would have a price accommodation for that.
Although it's easy to lose the paper, it's not difficult or costly to procure a replacement (I think it's $75 and a couple of weeks for RMV to do their sloth job).
Not sure what you're looking for, but me, I want to buy a scooter from someone who actually rode it in some kind of regular way, and that would require a registration, plates, and some miles on it.... and usually a title.
