The tipping point of a PTW is a function of many variables... including -- but not limited to -- the horizontal distance from the plane of the center of gravity to the downwind leg of the stand, the height of the center of gravity, the bike's weight, it's cross-sectional area and aerodynamic drag coefficient from the side, the air temperature (which significantly affects density and therefore the amount of force the wind can exert), and the angle at which the wind is striking the vehicle.

Considering that these variables range wildly from bike to bike and situation to situation, it is impossible to make such a generalization. Even among Vespas, the stability with respect to wind tipping will vary considerably... the profiles and weights of an LX150 and an old P-series Vespa are similar, but the wide stance of the P's stand and its lower center of gravity will make it much more stable than an LX on its relatively narrow footing.

If you are simply parroting something you read or heard somewhere, it might be wise to think it through before repeating it.
