Not a vespa, but I've recently bought a 1996 Italjet Velocifero. I had the 12mm dellorto PHVA carb tuned after I got it and the guy said it had been running rich and that he had leaned it out a bit, including dropping the needle down one notch from middle.

What I am noticing is that when I come to a stop, then engine seems to keep on revving for maybe a second or two, then quickly drops right down to idle speed.

Any ideas?

That's usually a lean condition. First make sure there are no air leaks. If there aren't any, turn your air screw in a quarter turn and see if this fixes it.

(My bad... I just noticed this was from last year. Can a mod move the thread?)
