Just returned from Paris. I was amazed at the number of Piaggio MP vehicles. I didn't do any sort of survey but I would guess at least a 20% share of scooters 125 ccs and over. I'm always inspired by the scooter culture in Europe and wish we had a better understanding here of the part scooters (and motorcycles) could play in urban living.

Apparently part of the MP3s popularity is because they are able to exploit a loophole that permits riding without the costly expense of motorcycle licensing. They are considered 'motorized tricycles'. See video below

I lived in France for three years and you are right on the sheer number of MP3s. Getting a driver's license in France is an absolute bitch. So, this loophole really makes a lot of sense.
