So, I know there are lots of places that say "No Parking, Will Tow". etc

My question is if someone with a Vespa decides to park there anyway, do they even have the physical capacity to tow it?

This is with the steering column in locked position.

I wouldn't count on a towing company taking care with your scooter. They are going to tow it, locked steering or not. You're better off to just park legally.

Amen to that. I've witnessed my scoot being loaded and strapped down on a tow, and I had to instruct the guy on how to do it without damaging the scoot.

I Have had between 20-30 scooters brought to my house this year due to folk losing their keys, mainly from tow truck drivers.

Those who know what they are doing use a Wheel/Piano dolly on the front wheel.

So, it can be done without any damage to your scooter.
