Air filter has a rubber cap normally with oil it it!!! Found the filter missing its cap and oil is coming out but not very much,, I'm led to believe the filter gets soaked in a 50/50 oil petrol solution, now the question is Will the missing cap and oil be an issue quickly as I need my bike for work

If you mean the little clearish plastic bulb, it is easily replaced. But, regarding the air filter, it should not get soaked with oil/petrol, it should have a very little amount of oil in it. After applying the oil, I squeeze it out so it is only 'oily', not soaked. The little bulb is there to indicate if there is too much oil, as this can also indicate a problem with the engine.

If you check your oil and it is at the right level, the missing cap is no problem. Replace it and get the excess oil out of the filter soon, though.
