My scoot used daily for a 10 mile commute has just developed a problem with power above 30mph. On hills speed drops to 25mph.

It starts ok and is ok-ish accelerating to about 30mph on the flat but as the throttle is opened the engine does not pick up further speed. There is a feeling of the engine 'catching' momentarily' or power wanting to surge in and then reverting to same.

Easy solution is to take it to a Vespa dealer. But I thought I'd ask if there's a few simple checks that could avoid this? I'm a competent DIY mechanic on older scooters but despite having regular services I have never done my own maintenance on the LX125.

I assume this is a carbureted engine. If so, I would suspect an obstruction in the main jet.

First step - give the carb a good clean. If there's little or no improvement then check/adjust the valve clearances - all the Leader engines need this doing at some time in their lives.

I'm assuming you've checked the spark plug and its connection...

I would agree with them. Another thing to check is the spark plug and ignition wires.
