The throttle cam inside the head set is binding with the cables. The cable bundle is creased from the binding. The throttle is able to open 60%. I suspect this defect is part of the reason this scooter was garaged for 34 years. It started first kick the first time we tried to start it. Anyone experience this throttle cable issue? The cables should come through the center galley right?

This image is looking into the head set with speedometer removed. The cam for the throttle cable is in the upper left, binding with the cable bundle beneath it.

Mid 70s Large frame. * With the throttle binding, and the carburetor never being able to open it looks like the service tech or owner spent attention on the carb, like attempts to tighten it down and a deformed air filter screw in the tightening direction. The throttle is binding so much that I was originally just trying to get it to roll - spring back in to closed throttle position. I rode the scooter with the speedometer removed and the cables loose and this bitch opens up beautifully.

That extra loop of wiring harness should not be there, the wires need to be pulled back to wherever they should be...

The turn signal Rally's have a ton of wires in the headset...You have to get them to tuck down and out of the way of the cables. It is easiest with headlight out, get everything sorted, then put speedo back in (it helps trap the wires out of the way)...

Thanks. I figured the throttle binding was not good. We are pulling cable out of the path and anchoring it with outdoor grade zip ties. Bike seems totally unmolested. Wonder why it was like this.
