My bike fell over on the right side when covered and parked for the winter. I discovered that one of the feet was resting off the patio stones and on the cold ground which slowly gave away.
I put it back up on solid footing and left it till now when it's warm enough to ride.
What I discovered are the following symptoms:
What's working: horn, headlight and brake lights only with left brake lever.
What's not working: running lights, brake lights and start with right lever, instrument lights, turn signals.
The fuses are all good in the two block locations.
There is also a new loose rattling sound from under the top steering panel when the bike is idling.

It starts and runs normal. No body damage seen.

I just had the bike fully serviced before parking it covered outside for the winter (no garage) and I don't want to have to take it back again.

Your saddle remote isn't working either and:

Fuse 11 has a bad connection - either the fuse itself or the connectors behind the fuse block.

Follow the circuit diagram.

How do I remove the fuse block behind the panel to get at the wiring? It doesn't seem to want to lift up, or does it push down in which case some panel has to be removed to see it.
According to the manual it's the #12 fuse that controls the turn signals, etc.

My remote key seat/rear storage door unlock hasn't worked since last year.
The service shop couldn't find the problem. I disconnected the seat lock mechanism and use the ignition option to unlock the rear storage door.

Since right brake engaged does not allow it to start (the left does) I'm wondering if that is where the issue lies since the right handlebar probably took the force of the fall.

The front brake light switch not working is a complete red herring wrt the rest of the problems - it's in parallel with the rear brake switch. Clean or replace it.

I don't know the bodywork of the 400 - but you should be able to test the relevant wiring at some more remote point.

You did test the fuses with a multimeter, and not just by eyeball? A fuse can look good but still might have 'died'.

I took the bike to a nearby dealer who took three weeks to find the problem with about 9 hours or more of work involving tracing circuitry and removing most of the tupperware in the process. They narrowed it down to the ignition switch which at first they thought to order a new one (~$350) but decided to take it apart and found it corroded so they cleaned it and reinstalled it.....Problem solved.

At $100/hr. service rate I was shocked at how long it took to diagnose the problem and eliminate it down to the switch. In my mind that should have been the first check since that is the first stop for the #12 fuse wiring.

Anyways, they charged me $700 total, tax included, and I was on my way today for the first time this year. The weather was absolutely beautiful and the machine ran like a dream. It was so good to finally be back in the saddle again!

I've learned that protecting the bike from rain is critical. I've had a previous corrosion issue with the tilt-lock motor from water leaking in...another costly fix. I don't have a garage so the bikes stay outside all the time. I've sealed the tall windscreen in the front with silicone; the gasket that came with it was entirely useless. My wife is currently making a custom cover for both bikes it for which I will be really grateful.

All in all I'm poorer but wiser. Looking back I'm realizing that the MP3's are a costly bike to maintain and the more I can learn to service on my own, the better, especially since they have become orphan bikes having not been imported here for a few years. Finding a good experienced mechanic is a challenge.
