It depends on the brand, but in most cases the rubber bumper grommets are primarily on the bottom only.

Do you know which wrack you purchased?

The OEM front rack on the Vespa USA website does not show rubber grommets on the top mount points. The drill holes in your photo however, look larger then the attached photo. Your photo angle could just be misleading though.
