Can you coax it to work eventually when it's fully warmed up? If so - get the valve clearances checked. Very common problem. It could also be a blocked main jet, and cleaning the carb is slightly easier than checking the valves.

If it really won't rev high enough to get moving, even when fully warmed up, it sounds as though there may be an immobiliser issue - though an unusual one.

What flashes (duration and length) do you get from the immobiliser LED when you switch on?
