Have you checked the tire pressure? What's the status of your rims and hub? Make sure those are straight and torqued to spec.

Got a friend with a similar scoot so you can do a side by side comparison? Unless you find another garage or tear into it yourself were just guessing.

sounds like your hub bearing is going out. Your rear tire shouldn't have any wobble. Check and make sure the hub nut is tight too.

My rally was very wobbly, especially around corners. I realized it was the swingarm bushes so I replaced them and it rode like a whole new scooter.

What kind of tires do you have? If they're old-school block treads and you happen to fall in line for a short while on some kind of lengthwise groove or crack, the tread might momentarily "track" in the crack and it'll feel randomly wobbly, much like riding over a bridge with a grate surface, except this can come and go, depending on how crappy the pavement is. It freaked me out the first time it happened to me, until I noticed it only occurred when I happened to briefly ride down a crack or groove in the pavement, and like you, I found the back end solid as a rock so was puzzled at first.

Or, it could be mechanical as other's have mentioned.

Be sure and check that your hub nut is nice and tight and that the cotter pin is present and in place! (obviously check tire pressure and finally bearings might be the last item to check).
