Probably less than half that. It's a common top end, and about three hours to do it. There are plenty of good aftermarket cylinder kits out there that are going to be a lot cheaper than getting one from the local Piaggio dealer. I don't know what it costs to rebore a cylinder in your part of the world, but in the US it's almost always cheaper to buy a new cylinder kit for a little two stroke. Typically you will replace the cylinder, piston, rings and wristpin. Any competent scooter mechanic can do this job.

Check to make sure the oil pump is pumping. That's often what makes them seize.

Now's a good time to think about putting a 70cc kit on it.

What kind of symptoms does it have now that the kick starters free? Everything spin but weak compression? Still seized?

Have you checked the CVT system yet? By all means check the top end, but why not see if it's something as easy as a broken belt that's jammed up the variator and starter teeth. This same situation happened to me back when I first started riding and the back tire spinning freely with no resistance was the smoking gun for a broken belt with the variator and weights jamming things.

Put it on the center stand and see if you can spin the rear tire. Might just be a broken belt locked everything up.

So my baby is home !

She wasn't Seized

Seems the transmission cover inspection hole plug had come off, some debris had got in and smashed the variatior fan

This then shredded the belt

So new belt and fan , and while they were at it relplaced my leaking feul tap that was causing my overnight flooding as it was not requiring a vacuum to work !
