There is more than one way to go about this.
One option is to do it with the engine off. Just pull spark plug cap, pull vacuum hose from fuel tap (so you don't flood it). Then hold throttle open and crank it over while watching the hole in the oil hose. At first you might see nothing (especially if there is an air bubble in the line) but then it will start to "glub glub" out the end in little teeny bits.
*note, this will wear your battery down a bit. Make sure you have a good charge to start.
You can also do it with the engine running - I have. But either you'll want to premix for a prolonged test with the oil hose disconnected, or you will want to pull the hose, watch, and replace promptly for the motor's safety. Since it pumps slowly, you might miss the pumping action if you replace the hose too quickly out of nervousness (it's really not that dangerous, though - the engine won't suffer from a brief period off the pump as long as there is some lub in the cylinder already)
