As a newbie to Vespas I would be grateful if someone could tell me what the valves/tubes are and should I be concerned that both are empty?

You should be happy that they're empty!

I believe they just show if oil has got into the air filter. The air filter is inside that black plastic housing. The oil normally gets in there when you drop the bike or if there's too much oil in the system and it get's blown out (through the air filter).

Those little tubes are to check oil loss inside your air filter. The air filter is a wet type, foam that is lightly soaked in a kind of oil/petrol mixture. This captures and hold the dirt. After some time, or if the new/cleaned filter was a bit too wet, there might be some oil visible in the tubes. There's nothing wrong with that. However, it there's much oil and the tubes keep filling again and again, then there might be an engine problem with oil returing in the air intake. Then it's usefull to open and check the air filter (plenty of vids on Youtube that show how to do this). The bulbs itself can be cleaned by squeezing the clamp and pulling them off.
