Has anyone had any issues with a 2015 Primavera making it very hard to start while bike is cold? I am in NY & it's been mid 30's the last few days. Just wondering if it is a common issue or something I need to have checked out.

It's been just as cold here over the weekend; around -2°C. My vespa fired up straight away in the morning.

I would have it checked out. Fuel injection should fire easily anytime and 30s isn't really that cold. My carbureted scooters fire easily and they're sitting in colder than that up here North of you.

It shouldn't be hard to start. Agree with taking it back to the dealer to have them run a diagnostic on it. If you can tell us what they find.
