There is no foam under my small frame seat upholstery. I am keeping the seat frame but want to replace with a stock cover. It seems weird it's just cover on springs. Is that just the way it is?

I gotta think there's gotta be some foam there... I cannot imagine it would look or feel good to put a vinyl cover directly on a steel and spring frame.

Auto upholstery places will have foam, and can probably help you cut it to size. A scooter seat will use so little foam that it's probably the easiest way to go.

I got lucky with my seat, the foam was more than usable, so I reused it and things are fine.

SO this is what I have. It's basically an 1/8 inch piece of pretty rigid material , maybe rubber.

go buy some foam. cut it to the size of the top of your seat, then put the cover on.

First time I recovered a seat, I dropped into my local auto upholsterer. They sold me some of the 'good foam' cheap from off cuts and gave some generous advice. I got the frame and springs Powdercoated and it came up better than new. It's a rewarding little project. Go for it!
