Sloppy manufacturing tolerance? Asian origin? Lately I've had to do a surprising amount of work to make new parts fit/function correctly.
Have you taken the screws out yet? They might be installed at outer extreme of body holes. If everything else lines up looks like a bit of file work to slot the holes should do the trick.
Have you asked the seller why the holes don't align? Was this rack supposed to fit an ET4?
I don't think I would enlarge the holes. The way it looks, that would weaken the mounting plate too much. Instead, I would probably make some sort of adapter -- a plate with two sets of holes to match the scooter and the rack.
Could you post another picture with a ruler so we could see exactly how far apart are the holes in the rack?
