When I started riding in the mid 70's, ABATE was popular and probably the only game around, that was organized anyways, to rid individual states from onerous federal regulations aimed towards helping motorcyclists. The feds used a particular stick, to keep the states in line, and from getting rid of helmet laws, which was, withholding federal highway funds, if individual states went helmet less. Fast forward to when Fla. became helmet-less, I never really followed the whys and wherefores as to how Fla. got around the aforementioned, age old money game. I do know it made then governor Jeb Bush popular with a lot of motorcyclists (and scooterists too) when Fla. became a legal state to ride w/o requiring a helmet, so long as you have adequate health coverage. Of course now, every Floridian should have health coverage, according to the affordable health care act <Aye> Yeah, real affordable, premiums are going up 20% in 2017 (for Floridians)
Disclaimer- I have no real interest in what others do, by wearing, or not wearing helmets when they ride as I believe in letting those who ride, decide. That said, I typically wear a full face helmet whenever I ride
