the problem is too many people not enough space
and they all "seem" to commute into London

I think the peoples poet sums it up nicely

Pollution all around.
Sometimes up, sometimes down,
but always around.
are you coming to my town pollution?
or am I coming to yours?
Ha! we're on different busses pollution.
but we're both using petrol!

UPDATE - SO the ULEZ which will wipe out most PX and similar scooter use in London will start April 2019 - at least a year (or 18 months) earlier than expected.

Next step is to get a pre 1979 scooter (historic class) to be able to ride in London or find a decent electric scooter perhaps.

The real issue isn't what should or shouldn't be done about London's air quality, it's what you're going to do about your government.
You have way too many bureaucrats coming up with regulations that carry the weight of law. Those bureaucrats are not subject to reprisal, they do not report to or consult with you, and those regulations cannot be debated or repealed. There's not even any point in discussing this new regulation because there's nothing you can do about it.

We have the same problem on our side of the pond, which is why tearing down government bureaucracies has become one of our new favorite national pasttimes.

Very well said. Here in NY vintage need be 25 years old. 40 is quite a hurdle. Buy up those old scoots, their stock is rising in London.

Unburnt flatulence (cattle & human) is the cause of all this. I propose installation of an electronic igniter on the behind of every living mammal. A pilot light would require a propane tank and would be much too dangerous.

Turbo charging a LML Stella 4T is still the best option to combat the killing of the 2 stroke engine.

Mid 70s 150 Supers and Sprints....that's where it's at IMO. You can still find them in great, original(ish) condition for much lower prices than Rallys. They are just over 40 years old and you can install a 200+ cc motor with 20+ hp on tap. The perfect solution for London and you don't need to be precious like you would with a GS or SS.

A 1978 Sprint Veloce with a Quattrini 172 conversion would be a great ULEZ compliant scooter for London. Sadiq Khan would love the roar from the 30mm carb as you rode past.
