I saw this earlier too I was wondering why they lean it over like that. Is that how they were intended to be parked, since there's no center stand or side stand?

very, very, very early vespa had no stand, but were intended to be leaned up against a curb to be parked.

Yup. Earliest Vespas had no center or side stand, so you'd just lean it on the curb.
