You can reg them as UTV or "Low Speed Vehicle" BUT they can't be driven on road where speed limit is over 45 MPH.
And WVa is the only state I know of on the east coast that you can ride an ATV on the road, but that is limited to towns around the Hatfield McCoy Off road trail system. And the town has to pass a law allowing it, it's not state wide.

In fact, most states allow counties and towns to set their own standards, and Arizona, Utah, Nevada, Texas, Minnesota, Wyoming, Idaho, Indiana, Kansas, Montana, North and South Dakota, Washington, Michigan, Kentucky, Nebraska, Ohio, Vermont, Wisconsin, New Hampshire, Tennessee and Colorado (HB15-1054) have laws allowing the street-legalization of OHVs.
You need lights, horn in some cases seatbelts and they maybe restricted to roads with speeds of under 35-45mph.
