Or it could simply be that the inside of the clutch bell needs to be roughed up with a bit of sand paper (they can glass up if you do a lot of low-speed driving... especially in hilly areas.

Scooter only has 600 miles on it. I don't think it would need a clutch. Been doing it since new. Let's see what they say when I take it in for it's first service. If no harm, I'll can live with it. Luv the bike.
