Left it in the burbs for the winter now it won't start. I remember reading that you shouldn't jump start it with a car, but also I was wondering, it goes on a normal charger right? Can I just hook it up to a car battery charger?

You can jumpstart safely from a car if it isn't running. Get a proper moto-specific battery charger/tender to keep topped-up from now on.

I got a 1ampish 12v charger it's hooked up to right now, if it don't start tomorrow I'm gonna jump it with the car with no power.

Hoping it works! The battery might be low on water, does anyone know how to top those off?

Most of these batteries are sealed. The good ones anyway.
But if it is over four years old, it probably needs replacement.

Once a lead acid battery is dead for any more then a day or two, it is dead. It may work but it's dead. Sulfate builds up on the lead plates and prevents the chemical reaction the makes a battery work.
