On this internal coil stator, the lighting coil powers the blue ( brake) and yellow ( head and tail) leads. I am reading an open circuit on both leads and can't see any existing or broken ground connection(s) on this one coil. Is it grounded internally to the steel pole ?

no. the pilot, brake and taillight are all one circuit.

the coil sits in the middle of the circuit with the pilot and tailllight one one side, the brake switch and brake light on the other, and the frame ground in between them.

Thanks, Rob. I get it now.
I have two stators that came with the bike along with a few loose coils. Seems sort of a mix-and-match deal to me....I am not concerned about the lighting / horn coils at this point : just ignition. The internal ignition coil ( on left in pic) was connected to the adjacent green/yellow coil , which I assumed fed the ignition coil, but the owner's manual shows the ignition coil grounded ( feeding itself ?). Scooterhelp's diagram also does not show it connected to another coil. I cannot get a plug to fire either way. Magnets sure seem plenty strong. The ignition coil mounted on left is brand new.
I could just get an external coil ( fed by red) and go with the stator on the right and use the blue/yellow coil from the other stator ( The green/yellow coil looks to be wrong).
In any case, could you tell me how this is supposed to be wired and if you think the correct coils to use are present ( if maybe located in the wrong places at the moment ) ? Thanks, Bill

Just a bit frustrated... I set the stator up with an external coil and still no fire. With the points held open, I can kick it up to just about 6V on the red wire. Weak magnets ? On the internal coil set-up, the primary is energized when the points are closed and it collapses to the secondary when they open and the plug should fire. On the external set-up it seems that when the points close, the whole circuit is shorted. Why would the plug fire when they open ? What am I missing ? help
