Moved my scoot in the back of a uhal, it fell against the wall (did not secure it enough clearly), and when I hopped on again the handlebars relative to the front wheel had become NOT perpendicular, very dangerous seeming to ride obviously. What worries me is that I was able to kick the front tire slightly while holding handlebars, and this got it realigned with enough bumps, I am afraid if I can move it so might the road while I am riding. I need to know how to realign perfectly and tighten down this part of the bike that aligns handlebars and front wheel. Thanks.

Although you haven't told us what scooter you own, these two threads should help. If you look at the Project Reports and do some searches I'm sure you'll come up with all the info you need.

I just brace the front tire and move the head set until its aligned.

I am sure their is a safer way but it has worked for me...
