I did not think it made sense to replace the entire panel for a couple of broken plastic tabs, so I attempted a repair. I've described the process I used below.
It seems to be holding up well so far. I'll report back on long term results in a couple of months.
1. The broken mounting tabs

2. Panel is made of ABS plastic (it's molded on the inside).

3. Clean the broken surfaces (gentle sanding) where the glue will be applied.
4. Apply ABS primer and adhesive. Cure 24 h.


5. Clean the sides of the post and the panel at the post base (gentle sanding).
6. Apply construction adhesive to fill gaps and reinforce the broken posts.

7. {optional, but recommended} allow a few days for the construction adhesive to cure (the "No More Nails" data sheet says it's about 7 days to full cure). If you can't wait this long, you probably want to at least avoid opening / closing the glove box door for a few days. The risk is that you do not have the full reinforcement until the adhesive is cured, and you may knock things loose if riding around in between.

8. Reinstall the panel. Ride!
