I agree.
Brakes can hiss sometimes, when you operate them, due to pad materials, but your case is not usual.

sounds like you might have a slightly warped disc or the caliper my be hanging one of the pistons. the pads could be defective as well...

that being said, sometimes disc brakes do have a bit of a sound of dragging to them. basically, it's an inherent design flaw.

how bad is the rear dragging, is it just a little sound when you're rolling it or is there feedback while riding?

There doesn't seem to be any tactile feedback, just audible and visual when the bike is at an idle.

I'm comparing the freewheel spin against my Vino125 where I can spin the rear wheel a few times. On the Scarabeo, it will usually stop at the rub point.
