The best way to repair these flexible 'boards' is to trace both ends of each broken track back to something more solid, and solder a longer bridging wire directly to those. Very thin solid core (as used for wire-wrap for instance) is perfect for the job.
It was impossible to attach wires to something "solid" because this board didn't have any thru-hole components and connectors to solder to. All the broken traces ended in unmasked pads only (lamp "sockets"), so the traces were scraped bare next to the break, the copper was pre-tinned with solder, and then wires were soldered across the break. Wire wrap wire worked well. After the soldering flux was cleaned up, "liquid tape" was applied to make the repair waterproof.

The key to good soldering is to clean the bare copper thoroughly (denatured alcohol is good), and to use plenty of rosin flux where solder is to be applied.
