Many locksmiths can create a MECHANICAL key from the code card. The basic lock and key system, and the associated code series, dates back to 1988. It was used in Fiat/Lancia cars before modern Vespas.
This key will turn the locks but, if you have an immobilizer, it won't start the scoot. This is true on either side of "the pond".
