My dad was a LEO 50 years ago and they used similar "bump" techniques on some fleeing felons so it definitely isn't "new". Only those specifically trained were authorized to do it. Usually though it was done with cars not bikes but there may have been a few incidents with Hell's Angels where it was used on bikes back then.

Bumping cars, yeah: old news. The only time I've heard about cop car vs bike over here involves the officer facing charges for it.
I didn't miss that part, web tech. Lack of special training doesn't stop some of them from trying it.
